Report of Treasure on Financial System

1. Background
Prof. M. Subhan Qureshi was nominated as Assistant Treasurer of the Welfare Society Masjid Abu Huraira (WSMA), C2, Zone 3, Regi Model Town, in the Cabinet meeting held on 30 April 2025. However, upon declining this role due to undefined responsibilities, the President offered him the position of Treasurer, which he accepted.


2. Roles and Responsibilities
Upon taking charge, the President advised the Treasurer to limit his role to preparing balance sheets. In response, the Treasurer clarified that the position carries broader responsibilities—most notably, supervision and oversight of the Society’s financial affairs. However, in practice, financial authority appears to be exercised solely by the President, without proper documentation or consultation.


3. Current Financial Practices and Concerns

  • Despite formal appointment by the Cabinet, the Treasurer has not been provided access to account details, despite multiple requests by himself and Prof. Bashir Ahmad (Executive Member).

  • Receipts for payments are reportedly being issued by Mr. Jawad (Assistant Treasurer), and payments are made via the Easypaisa or bank account held by Mr. Umair, son of the President.

  • For clarity and accountability, it is suggested that:

  1. Mr. Umair be officially designated as Assistant Treasurer-II, responsible for maintaining bank account records and issuing monthly financial statements.
  2. Mr. Jawad should maintain receipt records and prepare monthly payment and pendency reports for each member.
  3. A policy defining the financial powers of office bearers and the Cabinet should be formalized.
  4. Joint signatures of the President and Treasurer should be required for operating the Society’s bank account to ensure financial checks and balances.

4. Need for Bylaws Update
As the current bylaws of WSMA are silent on several critical financial procedures, an updated draft of the bylaws addressing these issues should be placed before the General Body for review and approval.


5. Remarks on Leadership
The Treasurer appreciates the founding role and dedicated efforts of Prof. Nisar Ahmad, President of WSMA, in establishing the Society. It is expected that he will further strengthen the Society in line with Islamic welfare models such as Bait-ul-Mal, which aligns with his academic background.


6. Grave Concern Over Inappropriate Communication
On 10 July 2025, the President shared a voice message in the official WSMA WhatsApp Group making the following statements:

  1. He would not share financial details with any member.
  2. He holds exclusive control over financial matters.
  3. Joint signatories on cheques are unnecessary, as his son holds the account.
  4. Members who disagree with this setup may resign from the Society.
  5. He stated: “I urinate on the Rs.500 donation of the members and I will not open it for audit.”

These statements are deeply inappropriate, undermining the principles of transparency, collective decision-making, and mutual respect upon which WSMA was founded.


7. Conclusion and Recommendations
As Treasurer, I bring these issues—particularly the contents of the voice message—to the notice of the Cabinet, Executive Members, and the General Body of WSMA, through Dr. Bashir Ahmad, Executive Member. I recommend that appropriate steps be taken in the larger interest of the members and to ensure that the financial system of WSMA aligns with the values of Islamic welfare, good governance, and accountability.
