Welcome to 2020, after 2019, ending the first phase of the Mission DSP, comprising organization of five biennial international conferences and industrial exhibitions, 8 international consultative workshops on Biorisk Management in various countries and policy consultation for the governments of Khyber Pakhtunkhwa, Balochistan and Food and Agriculture Organization of the United Nations. We focused on supporting the emerging entrepreneurs across value chain through KP Livestock Farmers Welfare Organization and Quetta Chamber of Commerce and Industries. DSP was registered as a Society with the Government of KP Pakistan and KPCCI and accepted as UN-SDG Action 9671. We worked as an Academia-Industry-Government Nexus, a Triple Helix Model of Good Governance and motivated transformation of natural and human resource-base into prosperity of the people of the two war-hit provinces.
Prof M Subhan Qureshi got an opportunity to serve the people of the war-hit region of Khyber Pakhtunkhwa as a public servent, an academican and a civil society activist. He interacted with various stakeholders across the livestock-based value chain during his 36-years regular career as a civil officer with the provincial government and as a professor/dean at the University of Agriculture Peshawar. He got a productive interaction with the private sector, policy makers and international players for analyzing the prevailing challenges and responding through shared authority and responsibilities of public sector organizations.
The dairy, mutton, poultry and fish farmers are usually landless people, living a life with little access to quality foods and education. Their income is usually very little in spite of having a huge resource-base and the food they are producing for the consumers in the form of milk, meat and eggs, is neither assured for quality parameters, nor monitored under some traceability system. They are subjected to penalty by the district administration when they sale meat and milk of pure quality at somewhat higher prices. Hence the livestock and poultry farmers are facing unbearable financial burden and most of these valuable assets are on way to total collapse. Ten public and private sector organizations are mandated for serving the Livestock Sector covering extension, research, fisheries, education, livestock markets, slaughter houses price regulation, food safety, trade and farmers welfare. However, lack of coordination and their apathy towards the farmers and processors, has left the burning issues unattended.
KP Livestock Action Plan 2019 was prepared as a national consultancy by Prof Qureshi, as a relief for the weaker stakeholders across the livestock value chain, in the public and private sectors. An autonomous Livestock Technopark Peshawar (LTP) was suggested to be established, initially as a Task Force through an executive order and later on through an Act of the Legislative Assembly/ Ordinance of Governor; with full regulatory, administrative, financial and legislative powers to protect all the stakeholders of the livestock industry, and engage all relevant private and public sector organizations. The plan predicted generation of decent employment models to the tune of 18,000, each one earning about Rs. 50,000 per month and employing five more persons each. Hygienic, Halal and Organic food would be produced per annum valuing Rs. 5,098 billion. A fraction of 10% may be injected into Halal Meat and Biotech Export Market. Motivated young graduates in veterinary, engineering, medical, business and social sciences would be joining LTP for their career development and transformation of ideas into actions to serve the society. Quality conscious consumers would be having access to traceable food products in the towns. Public and private sector organizations would have access to sufficient operational funds for motivating their staff and serving people. And this is the Beacon of Hope committed under the Plan. However, the FAO administration hesitated to proceed further on the Plan and initiate a dialogue with the government of KP as the Directorate General Livestock was not willing to share their authorities with fellow public and private sector organizations.
The government of Balochistan engaged us in policy formulation for livestock sector and organization of Balochistan Livestock Expo 2019 comprising Industrial Exhibition, DSP V – 2019 Quetta (National Seminar on Emerging Trends and Opportunities in Livestock Sector of Balochistan). DSP Balochistan Chapter was established consequent to a meeting of stakeholders from the Academea, Industry, Government and Civil Society during the event, inaugurated by Mr Arif Alvi, President of the Islamic Republic of Pakistan. Mr Jam Kamal Khan Chief Minister and Mr Dostain Khan Jamaldini Secretary Livestock pursued the arrangements aggressively. The participants appreciated the efforts of the provincial government in organizing the great event targeted at bringing relief to the local farmers, processors and marketing partner, resulting in generation of decent employment and exportable surpluses across food value chain. Quetta Chamber of Commerce and Industries offered hosting of the new born organization which was accepted by Prof M Subhan Qureshi, President DSP with thanks. Secretary Livestock will supervise the body as Chief Patron and Dr Azam Kakar as Chief Technical Advisor. Ms Rubina Shahwani was elected as President and Dr Fayaz as Secretary. Advisory Panel. Executive Members were notified. Livestock Entrepreneurship Development Initiative was launched with an EDI Cell at Quetta CCI.
We intend to continue our policy and development support to the provincial governments of KP, Balochistan and FAO-UN and other agencies in the private and public sectors. Domestic Solutions would be provided to the households in food production and solar energy generation, to reduce the productivity cost and ensure quality and environment-friendly foods and energy to the people.
At the end I attribute the success of this Mission to my late wife, Allah SWT be pleased with her, passing away on 7 February this year as a result of hostile treatment of my family by the powerful elements in the public sector organizations. I acknowledge the support of my colleagues at various universities, public and private sectors in Pakistan and abroad for supporting this Mission. In fact, this Mission is an interpretation of the Aya Kareema of the Holy Qur’an, wa ma arsalnaka illa rahmatullilalameen, declaring Prophet Muhammad SAW as a blessing for the Worlds.
