The proposed AI-enabled Triple Helix Model is not a theoretical construct developed in isolation. It has emerged from more than three decades of professional interaction with government, academia, farmers, industry and international development organizations, and particularly from two United Nations–related national consultancies undertaken in provinces where institutional fragmentation has constrained the conversion of livestock resources into rural prosperity.
