Peshawar, 25 September 2026: Alhamdulillah, Prof. Dr. Muhammad Subhan Qureshi, former Dean, Faculty of Veterinary Sciences, University of Agriculture Peshawar (UAP), and President, Dairy Science Park, has received a significant development in his long-pending TTS pension case.
The Federal Constitutional Court of Pakistan at the Supreme Court of Pakistan, Islamabad, through its Order dated 21 September 2026, rejected CPLA No. 606/2019 filed by the University of Agriculture Peshawar (UAP). The Order consequently leaves undisturbed the judgment of the Peshawar High Court dated 28 May 2019 in WP No. 5127-P/2018, concerning Prof. Qureshi’s switch-back from TTS to BPS and his pensionary rights.
Background of the Case
Prof. Qureshi retired from the University of Agriculture Peshawar on 20 March 2019 after a public-service career spanning approximately 36 years, including 22 years with the Khyber Pakhtunkhwa Livestock & Dairy Development Department and 14 years at UAP as Professor BPS-21/Dean. His government service had been verified by the Accountant General, Khyber Pakhtunkhwa.
The Peshawar High Court, in its judgment dated 28 May 2019 in WP No. 5127-P/2018, allowed Prof. Qureshi’s switch-back from TTS to BPS and directed that his case be dealt with in the same terms as WP No. 5120-P/2017. Following the judgment, UAP issued his switch-back order and subsequently issued his Last Pay Certificate dated 23 October 2019.
According to the record presented by Prof. Qureshi, his Last Pay Certificate was subsequently revised through a University order dated 11 November 2019, resulting in a reduction of his last pay. An amount of Rs. 1,602,964 was also shown as deducted as Pension Contribution from his pension record.
Long-Pending Pension Liabilities
Prof. Qureshi has maintained that the following pensionary matters remained unresolved:

Payment of the outstanding encashment and remaining 60% commutation;

Restoration/reflection of his Last Pay Certificate dated 23 October 2019;

Withdrawal/refund of the Rs. 1,602,964 Pension Contribution deduction; and
-
Recalculation of his pension accordingly.
To seek implementation of the 2019 judgment, Prof. Qureshi filed COC No. 817-P/2020. The contempt proceedings were disposed of on 31 May 2022, principally in view of UAP’s challenge to the High Court judgment before the Supreme Court through CPLA No. 606/2019. That CPLA remained pending from 2019 until the recent Order of the Federal Constitutional Court.
Subsequent Proceedings before the Peshawar High Court
As the pensionary issues remained unresolved, Prof. Qureshi submitted an Appeal to the Chief Justice of the Peshawar High Court on 4 December 2025, drawing attention to the continued non-resolution of his pension liabilities and the relief already granted to him by the High Court.
The matter also arose in WP No. 59-P/2024, filed by 72 retired employees seeking release of long-pending pension dues. On 9 September 2025, the Peshawar High Court directed UAP to constitute a Grievances Committee. Prof. Qureshi states that his case was subsequently considered by the Committee but that the pension liabilities remained unresolved.
The record further refers to the Supreme Court judgment in Civil Appeal No. 48 of 2013, dated 21 February 2013, concerning timely release of pension liabilities following retirement.
Contempt Proceedings Restored
Following his representation and the continuing dispute regarding implementation of the High Court judgment, the Peshawar High Court initiated Contempt of Court proceedings against the Vice Chancellor, UAP, through COC No. 99-P/2026 for consideration of the outstanding issues and provision of relief to Prof. Qureshi.
The rejection of CPLA No. 606/2019 on 21 September 2026 now marks an important judicial development in the long-running matter and removes the challenge that had remained pending since 2019.
A Matter of Institutional Justice
Prof. Qureshi has expressed gratitude to the Honourable Courts for providing avenues for redress and has reiterated his hope that the outstanding pensionary matters will now be resolved in accordance with the applicable judicial orders and rules.
The development is particularly significant because pension benefits constitute the lawful financial security of retired public servants after decades of service. Prof. Qureshi’s case has remained under judicial consideration for more than seven years since his retirement.
