The President Agricultural Research Center, Giza, Egypt, Prof Dr Adel Abdel Azim, has invited Prof M Subhan Qureshi, President Dairy Science Park Peshawar, Pakistan, to present the model for replication in Egypt, during the upcoming International Conference and Exhibition for Livestock Development and Food Security. Dr Abdur Rahman Ilyas, Advisor to the President ARC has been facilitating the arrangements. Prof Sher Bahadar Khan, Principal Veterinary Colleges, AWKUM, Mardan; Engr Zeeshan Saeed Shah, CEO SunSaviour Solar Company Islambad, Dr Mithat Direk, Focal Point DSP Turkey; and Prof Saber Mohamed Abd-Allah, FP Egypt, will participate as members DSP Panel. Online participation will be facilitated for other executive members of DSP. A meeting will be held with stakeholders at Cairo University after presentation of Prof Qureshi at ARC, for fine turing of the Proposal.
Dairy Science Park (DSP) was established in 2011 at Peshawar, Pakistan, as a Triple Helix Model of Good Governance—bridging academia, industry, civil society, and government to support sustainable development in the livestock sector. DSP was registered as a Society with the Government of Khyber Pakhtunkhwa. This model has been operationalized through five international conferences and industrial exhibitions held in Peshawar, Quetta, Bahawalpur (Pakistan), and Konya (Türkiye), providing platforms for dialogue, collaboration, and innovation. DSP introduced a Biorisk Management Initiative in collaboration with Sandia National Laboratories, USA, to sensitize stakeholders on biological and chemical risks along the livestock value chain. Entrepreneurial models were developed by engaging postgraduate students in field research with local farmers and processors, supporting capacity building and evidence-based interventions. The Model was accepted by FAO-UN as a Best Practicce and by the UN as SDG Action 40154.
Quality assurance and regulatory support were extended to startups and entrepreneurs, enhancing food safety and business viability. A notable international collaboration was established with Konya Teknokent in Türkiye. During the 4th DSP Conference in 2017, delegates from 20+ countries visited Konya Teknokent. A Memorandum of Understanding was signed, aiming to replicate the techno-entrepreneurship model in Pakistan and elsewhere.
Dairy Science Park envisions expanding its impact by institutionalizing good governance mechanisms across the entire livestock value chain. This will involve establishing regional Livestock Technoparks as innovation hubs for value addition, quality certification, and market access. DSP will focus on empowering youth and women through skill development programs, fostering public-private partnerships, and creating decent employment opportunities. It will support regulatory reform and policy advocacy to ensure food safety, animal health, and sustainable livelihoods. Through collaboration with national and international stakeholders, DSP aims to contribute to the SDGs by transforming the livestock sector into a driver of economic resilience and rural prosperity.
Dairy Science Park Egypt Chapter (DSP-EC) was established with the notification of an Executive Committee headed by Prof Saber Abd-Allah, Focal Point DSP (Egypt), Beni-Suef University and represented by members from the ASRT, the Academia, Quality Assurance and ARC Giza. The Committee was established as a component of Dairy Science Park, Peshawar Pakistan, established for generating decent employment and exportable surpluses across the Food Value Chain.
The ASL 2050, 2017 Consultancy concluded as follows. This common understanding of livestock production systems will support multi-sectoral and multidisciplinary dialogue among stakeholders to appreciate the production, public health and environmental dimensions of livestock and the formulation of coherent and effective sector’s policies and investments.
A Concept Note was prepared for establishing Dairy Science Park Cairo. The Proposal is based on the fact that livestock production in Egypt is a significant contributor to the nation’s economy, supporting livelihoods, ensuring food security, and providing a source of quality nutrition to its growing population. Three key systems underpin this essential industry – the intensive, semi-intensive, and extensive bovine production systems. Each of these systems plays a crucial role in the Egyptian livestock sector, yet they exhibit distinctive characteristics, challenges, and opportunities. The Intensive Bovine Production System accounts for high-quality milk and beef production, essential for both domestic consumption and potential export. The Semi-Intensive Bovine Production System, while more disorganised, represents the majority of the bovine population and contributes significantly to the country’s meat production. The Extensive Bovine Production System, although less productive per animal, plays a vital role in rural economies and provides a significant proportion of dairy products for local consumption.
Understanding the unique attributes of each of these systems is fundamental to our proposal for establishing the Livestock Technopark in Cairo. This project aims to innovate and optimise these existing systems, enhancing productivity, fostering sustainable practices, and creating entrepreneurship models. By doing so, we strive to generate decent employment, increase the output of exportable foods and biotech products, and further boost Egypt’s livestock sector in the long term.
The Proposal comprises the following seven components:
- Livestock Entrepreneurship Development Centers (LEDC)
- Business Incubation Centre (BIC)
- Entrepreneurship Development Program (EDP)
- Centres of Excellence (CoE): a) CoE for Genetics of Animal Production and Health (CEGAPH), b) CoE for Biology & Entrepreneurship of Livestock (CEBEL)
- Digital Networking, Training and Artificial Insteligence (DNTAI)
- Capacity Development of Stakeholders (CDS)
- Endowment Fund (EF):
During the Conference, presentations will be made and panel discussion will be held among the DSP Panel and the stakehodlers, on replication of the DSP Model of Good Governance, based on Academia-Industry-Government Nexus, in Egypt.
