Adv Arif Yousaf supported Dairy Science Park as SACM-KP

Mr Arif Yousaf, Special Assistant to the Chief Minister (Law), Government of Khyber Pakhtunkhwa, Pakistan, who was also representing the province as a member of Task Force on MDGs, supported Dairy Science Park during vaious stages.

2014 – Review Session Diwan i Khas

Reviewed progress made under the Livestock Business Facilitation Desk Dairy Science Park KPCCI. The President Khyber Pakhtunkhwa Chamber of Commerce and Industries (KPCCI), Mr Zahidullah Shinwari approved the Standing Committee on Livestock for integrating various stakeholders. The Minister for Agriculture, Sardar Ikramullah Gandapur inaugurated Livestock Business Facilitation Desk at KPCCI. Mr Arif Yousaf supported legislative reforms to protect interest of the stakeholders during the process of industrialization. He commended acceptance of the Park by the United Nations for two sustainable goals of self-employment for the youth and hygienic food production for the people of KP and FATA. The Special Assistant to Chief Minster on Livestock, Mr Mohibullah Khan supported the plan for preparing the province for International Halal Meat Market.

2015 – DSP III Peshawar

Mr Arif Yousaf inaugurated the Concluding Session of the Third International Conference and Industrial Exhibition on Dairy Science Park on November 18, 2015 at University of Agriculture Peshawar. Theme of the conference was “Supporting the war-hit economy of Khyber Pakhtunkhwa through self-employment and hygienic food production for local consumers and international Halal Meat Market”

2016 – BRM Bangkok

Mr Arif Yousaf led a fourteen members delegation of Dairy Science Park Peshawar to attend a consultative workshop at Bangkok, Thailand from 12 to 19 November. Prof M Subhan Qureshi Dean FAHVS/Cheif Patron DSP, University of Agriculture, Peshawar, Pakistan; Prof Umer Sadique, Prof Sarzamin Khan (UAP), Dr Zia ul Haq (KMU), Mr Nasir Shah (HEC) and Engr Irfan ul Haq (DSP) and Mr Kamran Khan (farming and industry) assisted him during the visit.

The workshop focused on Curriculum Development for Pakistani and regional universities and is sponsored by the Sandia National Laboratories USA. This is the third workshop of its kind after those held at Amsterdam and Dubai recently.

The workshop evaluated the biorisk contents of curricula in place at various universities. Recommendations would be prepared for standardizing the courses and accommodating the concerns of the local livestock/poultry farming, products processing, marketing and quality control systems present in the region.

KP and FATA regions have been the site of international conflicts and are hit by poverty and illiteracy. However, the people work hard and are naturally blessed with a rich livestock and poultry resource base. This resource base could be utilized for generation of self-employment and hygienic food production, which will help in achieving the DSP goals. DSP has worked a lot through holding three international conferences, demonstrating feasible entrepreneurship models and extended Quality Control support to the emerging youth entrepreneurs. The delegation will also visit the Bangkok office of SDGs-UNDP for considering development plans for the KP and FATA regions.

2017 BRM-Phuket

An awareness workshop was held at Phuket, Thailand, participated by experts of Dairy Science Park (DSP), Peshawar, Pakistan and Sandia National Laboratories (SNL), Albuquerque, NM, USA. The meeting was held on 19th to 21st April, 2017. The workshop was focused on awareness of the policy makers about the biorisk management (BRM) concepts and identifying the areas of interventions into the functions of government, academia and private sector organizations, with special focus on documenting and improving the status of biosafety and biosecurity associated with laboratory operations, clinics and the human food chain. In addition, the integration of Biorisk Management Curriculum into the existing curricula of Pakistani Universities and development of new courses with the coordinated efforts of the provincial and federal governments, private sector and civil society were considered.

During various presentations, the participants discussed the issues in detail and suggested measures through collaborative efforts of all stakeholders to be led by DSP-SNL partnership. 

2017 – BRM Colombo

A delegation of Dairy Science Park (DSP), The University of Agriculture, Peshawar, Pakistan completed their consultation on Biorisk Management (BRM) with Sandia National Laboratoreis (SNL) USA at Columbo, Sri Lanka. The delegation of DSP was led by Mr Arif Yousaf, Special Assistant to Chief Minister on Law/Convener Task Force on Sustainable Development Goals, Government of Khyber Pakhtunkhwa and comprised Prof M Subhan Qureshi Chief Patron DSP, Prof Nazir Ahmad Dean FAHVS, Prof Umer Sadique, Dr Shoaib Sultan, Dr SB Khan, Dr Farhan A Khan, Dr Hamayun UAP, Prof Ghazala Yasmeen VC WUM, Prof Azam Kakar World Bank, Mrs Javed Farmer Sausage Co, Irfan Qureshi and Sadia Qurehi DSP, M Inam SSBU Sheringal, Dr Arshad PVMC, Prof M Rabbani UVAS and Dr Tayyab KMU. The Sandia team comprised Dr Melissa Finley, Mr Waleed Joyan and Ms Iris.

A BRM Package was developed for integration into DVM curriculum at Pakistani Universities under the supervision of Pakistan Veterinary Medical Council. The draft has been uploaded as DVM-BRM-Integration-Package.

2017 – DSP IV (BRM) Konya 

Biorisk Management Session was held during the Fourth International Conference and Industrial Exhibition on Dairy Science Park at Selcuk University Konya, Turkey during November 1-5, 2017. The session was managed by: Chairman: Prof. Dr. Ghazala Yasmeen, Vice Chancellor, WU Mardan, Pakistan; Co-Chairman: Prof.Dr. Yılmaz Bahtiyarca, Selcuk University, Konya, Turkey; Moderator: Rifat Ullah, AUP, Pakistan. Seven papers were presented during the session.

2017 – SDGs Task Force, KP Assembly

A meeting of Subcommittee on Economic Clusters of the SDGs Task Force of the Provinical Assembly of Khyber Pakhtunkhwa was held on 28th December, 2017. A presnetation was made by Prof M Subhan Qureshi, Chief Patron Dairy Science Park and Prof Ghazala Yasmeen, Vice Chancellor, Women University Mardan, on invitation of Mr Arif Yousaf, Special Assistant to the Chief Minister/Convener SDGs Task Force.

Pursuant to presentation of Mr Asad Ansari, KPESDMC, Prof M Subhan Qureshi suggested that the activities of KPEZDMC may be tailored with the applied research generated in the 32 universities of public and private sector in the province. This would help productive utilization of the natural resources available in the province. On the other hand the actions plan of KPEZDMC may be devised in a manner to absorb the huge skilled manpower graduating from the universities on annual basis. For this purpose an Academia-Industry Advisory Group may be established for providing guidelines for the KPEZDMC action plans.

  • Recommendation-1: Collaboration among DSP, WUM and KPEZDMC may be established with special focus on establishing  Special Economic Zone Rashakai under CPEC and implementing the MoU signed between Malaysian authorities and the Government of Khyber Pakhtunkhwa.
  • Recommendation 2: Task Force on Dairy Science Park may be notified by Planning and Development Department. The Task Force on DSP would also oversee establishment of Mardan TechnoPark.
  • During presentation of Small Industries Development Board the house noted that the Board needs reforms for improving its capacity and responding to the issues faced by the provincial  economy.
  • Recommendation 3: It was suggested that an MoU may be signed between SIDB, WUM and DSP for bringing reforms into the SIDB function as a model of Academia-Industry Linkages.

2017 – Assisted in approval of Task Force DSP by the Chief Minister 

  • Mr Arif Yousaf SACM KP assisted the Senior Minister Local Government Mr Inayatullah Khan in gettin final approval of the The Task Force for establishing Dairy Science Park Board. Dr Muhammad Ijaz Ali, DGR Livestock is considering establsihment of the Livestock Business Support Center-Livestock Technopark
    Peshawar-Dairy Science Park (TF-LBSC-LTP-DSP) to be launched at Veterinary Research
    Institute (VRI) Peshawar as a temporary arrangement for establishing the Livestock
    Technopark Peshawar in light of:
    1.1. Endorsement of the concept of developing the indigenous livestock resources through
    the novel idea of Dairy Science Park (DSP) by the Senior Minister Local Government in
    a meeting of the representatives of the Department of LGE&RD, L&DD, PDA,
    University of Agriculture Peshawar and the private sector, held on 3-3-2016, pursuant to
    presentation by Prof M Subhan Qureshi, President DSP;
  • Initiation of a Summary by the Senior Minister Local Government, Additional Chief
    Secretary and approved by the Chief Minister on 2-8-2017, copy attached as Annex-1
    and;
  • Elaborated further by Prof Qureshi under his FAO National Consultancy Report 2019,
    Annex-2 and ITC-UN National Consultancy Report 2022, Annex-3.
  • The Task Force will provide an engine for transformation of the indigenous livestock
    resources into a network of entrepreneurs, generating decent employment and
    exportable surpluses through a good governance model of Academia-IndustryGovernment Nexus.
