Called on Dr Muhammad Ijaz Ali, Director General Research Livestock, Government of Khyber Pakhtunkhwa Peshawar. The progress made under Dairy Science Park, especially abridging the public and prive sector was discussed.
We focused on an enhanced role of the Livestock Research Wing through removal of the administrative, technical and regulatory barriers and ensuring effective service delivery to the end users, without putting extra burden on the public treasury.
This proposed initiative builds upon policy directions already endorsed by the Government of Khyber Pakhtunkhwa and elaborated through FAO-UN and ITC-UN consultancy assignments, thereby requiring implementation rather than fresh conceptualization.
Let us look back at the recommendations of my FAO consultancy report titled “Transforming Livestock Resources into a Beacon of Hope through a Good Governance Model” into an operational mechanism within the Veterinary Research Institute (VRI), linking research, entrepreneurship, and service delivery to livestock farmers and agribusinesses.
Based upon the Report, we can opt for a development plan comprising two phases:
Phase-I: Establishment of a Task Force for The Task Force for Livestock Business Support Center-Livestock Technopark Peshawar-Dairy Science Park (LBSC-LTP-DSP)
The Task Force for LBSC-LTP-DSP will come into existence, through notification by the Government of Khyber Pakhtunkhwa. The Task Force will provide an engine for transformation of the indigenous livestock resources into a network of entrepreneurs, generating decent employment and exportable surpluses through a good governance model of Academia-Industry- Government Nexus.
Phase-II: Establishment of Livestock Technopark Peshawar
With the successful implementation of Phase-I, an Act of the Legislative Assembly/ Ordinance of Governor may be initiated for legal establishment of Livestock Technopark Peshawar (LTP) as an autonomous authority with full regulatory, administrative, financial and legislative powers to protect all the stakeholders of the livestock industry, and to engage all the relevant private and public sector organizations in the process. The major objective of LTP would be to collaborate with local, regional, and international stakeholders for transforming indigenous livestock and renewable resources into sustainable economic opportunities. Through the Triple Helix Model of Good Governance, we aim to generate decent employment and exportable surpluses while ensuring eco-security remains within safe limits. Our mission is to support the sustainable survival and well-being of all children and humanity worldwide.
